Project of Consulting on Regulatory Control, Disposal Method Verification for Spent Cutting Oil(Wastewater)

Absrtact	In order to understand and to well control the treatment or disposal of scrapped cutting oil (fluid) for improving management efficiency, the Environmental Protection Agency (EPA) has planned that high-concentration scrapped oily cutting oil (fluid) should not be discharged to wastewater treatment, wastewater containing scrapped cutting fluids should be treated by oil-water separation facilities before discharge to wastewater treatment process. Practical surveys through on-site investigation and counseling, and the collection of operation and disposal information of industrials for understanding the current use and waste treatment in accordance with regulations were conducted in this project. Suggestions on the management of scrapped cutting oil (fluid), the relevant implementation results are summarized as follows: Operation information of 218 sites (covering 11 industrial sectors) that use cutting oil (fluid) were collected in order to understand current usage and the treatment/disposal of industrial cutting oil (fluid) status in Taiwan. Followed up by 80 on-site investigation and consulting. Suggestions and the guidance for the operation and the management of scrapped cutting oil wastewater were provided in the project for taking as the references to modify and enhance the scrapped cutting oil wastewater handling. The benefit analysis report based on these site investigations were also included. In addition, this project collected 10 case studies regarded to the oil-water separation process of scrapped cutting oil wastewater to evaluate the feasibility or the optimization of the treatment process. Furthermore, the classification of scrapped cutting oil wastewater and the evaluation key points were proposed for the purpose of future review and management. Suggestions or the guidance for the management of scrapped cutting oil wastewater proposed in this project were modified and adjusted by the experts advisory committee. Audio-visual documentary for the results of the project's investigation and counseling were completed, and it will be used as a reference for the policy promotion by the Environmental Protection Agency.
